What is a USMCA certificate of origin?

A USMCA certificate of origin is the statement that lets goods traded between the United States, Canada and Mexico enter at the preferential, usually zero, rate of duty under the United States-Mexico-Canada Agreement. In Canada the same agreement is called CUSMA and in Mexico T-MEC, and a CUSMA certificate of origin is the same document. Unlike the old NAFTA form, there is no official USMCA form: any document is valid as long as it has the nine minimum data elements. This free USMCA certificate of origin template lays them out for you.

The 9 data elements of a USMCA certification of origin

No.Data elementWhat to enter
1Certifier roleWhether the exporter, the producer or the importer is certifying
2CertifierName, title, address, phone and email of the person who certifies
3ExporterName, address, phone and email, if different from the certifier
4ProducerName and address, or "Various", or "Available upon request by the importing authorities"
5ImporterName, address, phone and email, if known
6Description and HS codeEnough description to match the invoice, and the 6 digit HS tariff classification
7Origin criterionA, B, C or D (see below)
8Blanket periodFor repeat shipments of the same goods, a period of up to 12 months
9Signature and dateAuthorized signature with the certification statement

USMCA origin criteria A, B, C and D

  • A: the good is wholly obtained or produced in one or more of the three countries (crops, minerals, animals born and raised there).
  • B: the good meets the product specific rule of origin in Annex 4-B, such as a change in tariff classification or a regional value content.
  • C: the good is produced entirely from originating materials.
  • D: the good meets the special rule for unassembled goods or goods classified with their parts (Article 4.2, paragraphs 4 and 5).

Find the HS code with the HTS code lookup: the letter S in the Special column means the code has a USMCA rate. Then check the duty you save with the US tariff calculator.

USMCA certificate of origin template in Excel, Word or PDF

Fill in the form once and download it in the format your customer or broker asks for: a PDF to sign and send, a Word file to edit, or an Excel sheet of the goods lines (people often search for a "USMCA certificate of origin template Excel" because a long list of parts is easier to keep in a spreadsheet). Choose the heading USMCA (United States), CUSMA (Canada) or T-MEC (Mexico) to match the importing country. The certification can sit on the commercial invoice or be a separate page like this one.

Single shipment or blanket certification

For one shipment, give the invoice number. For the same goods shipped many times, fill in a blanket period of up to 12 months and send the certificate once; the importer keeps it on file for every entry in that period.

Who keeps what

The certifier must keep the records that prove origin (bills of materials, supplier statements, production records) for at least five years, and the importer must hold the certification when it claims the preferential rate. For goods outside North America, use the general certificate of origin template instead.

Download a PDF, an editable Word file or an Excel sheet of the lines, or print it. Your draft stays in this browser only; nothing is uploaded to our servers.

常见问题

Is there an official USMCA certificate of origin form?

No. USMCA (CUSMA, T-MEC) has no mandatory form. Any document, including a statement on the invoice, is valid if it has the nine minimum data elements. CBP and the CBSA publish the list, and some carriers offer their own layouts.

What is the difference between USMCA and CUSMA certificate of origin?

None. They are the same agreement: USMCA in the United States, CUSMA in Canada and T-MEC in Mexico. Pick the heading that matches the importing country.

Who can sign a USMCA certification of origin?

The exporter, the producer or the importer. The person signing must have the information that proves the goods originate, and keep it for at least five years.

How long is a USMCA certificate of origin valid?

A single shipment certification covers that shipment. A blanket certification covers the same goods for the period stated, up to 12 months. A certification can be used for up to four years after it was signed.

Which HS code goes on the USMCA certificate?

The 6 digit HS code of the good. Use the HTS code lookup to find it; the importing country adds its own extra digits on the entry.

Can I make a USMCA certificate of origin template in Excel?

Yes. Fill in the form and download the Excel file for the goods lines, or the Word file to edit the whole certificate.

Is it free?

Yes. No sign up and no watermark. Download a PDF or Word file, or print it, as often as you need.

Is my information saved?

Only in your own browser, so you can come back to the draft. Nothing is uploaded to our servers.
