What is an HSN code?
An HSN code (Harmonised System of Nomenclature) is the number that classifies a product for GST and customs in India. It comes from the international HS code of the World Customs Organization, which uses 6 digits; India adds 2 more for its customs tariff. Every GST invoice line for goods carries an HSN code, and every line for services carries a SAC code.
How an HSN code is built
An HSN code reads from broad to narrow: each pair of digits narrows the product down. Cement is a good example.
| Digits | Level | Example | Meaning |
|---|---|---|---|
| 2 | Chapter | 25 | Salt, stone, earths, lime and cement |
| 4 | Heading | 2523 | Portland and other hydraulic cements |
| 6 | Subheading | 252329 | Other portland cement (grey OPC and PPC) |
| 8 | Tariff item | From the Customs Tariff | India's national split, used on shipping bills and bills of entry |
The first 6 digits are the same in every country that uses the HS, so the code on your commercial invoice matches what the buyer's customs office sees. For the global picture, see what an HS code is.
How many HSN digits go on your invoice?
The number of digits depends on your aggregate turnover in the previous financial year (Notification 78/2020 Central Tax, in force since 1 April 2021).
| Turnover in the previous year | B2B invoices | B2C invoices |
|---|---|---|
| Up to Rs 5 crore | 4 digits | Optional |
| Above Rs 5 crore | 6 digits | 6 digits |
| Exports and imports | 8 digits on shipping bills and bills of entry | |
The finder shows the right number of digits for each result: pick your turnover band above the results.
HSN code or SAC code?
Goods use HSN codes and services use SAC codes (Services Accounting Code). SAC codes all start with 99 and have 6 digits: freight by a transport agency, for example, is in group 9965, and restaurant service is 996331. The same 4 or 6 digit rule applies to SAC codes. The finder covers the services people ask about most, such as freight, courier, rent and works contract.
How to find the right HSN code
- Describe the product plainly: what it is made of and what it is used for. Search for that word, then try other names (for example "atta" and "wheat flour").
- Check the chapter: the result shows its chapter. If the chapter does not fit your product, the match is wrong.
- Read the 6 digit subheadings on the product page and choose the one that describes your item.
- Check the rate conditions: some rates depend on price (garments and footwear), pack (rice and flour) or engine size (cars).
- Use the code on your invoice: the GST invoice format has an HSN column and works out CGST and SGST or IGST for you.
