How US import duty is calculated
The US import duty on a shipment is the HTS rate for its code applied to its value or quantity, plus any extra tariffs that apply to its origin, plus two fees on most commercial shipments. This calculator does all of it from the official tariff.
How US import duty is calculated
| Part | How it is worked out |
|---|---|
| Duty | Ad valorem: customs value × rate (16.5% of 10,000 = 1,650). Specific: amount × quantity (2.2¢/kg × 500 kg = 11). Compound: both added. |
| Extra duties | Chapter 99 measures in % of value, for example Section 301 or Section 232, when they apply to your goods and origin |
| Merchandise processing fee (MPF) | 0.3464% of value on formal entries, with a minimum of $34.58 and a maximum of $670.86 for entries from 1 October 2026 |
| Harbor maintenance fee (HMF) | 0.125% of value for goods arriving by sea |
Example: cotton T-shirts (6109.10.00, 16.5%) worth $10,000, shipped by sea, with a 25% extra duty: duty $1,650, extra $2,500, MPF $34.64, HMF $12.50, total $4,197.14, an effective rate of about 42%.
What value to enter
US duty is charged on the transaction value: the price paid for the goods, generally without international freight and insurance when they are shown separately. That is close to the FOB value, so for a CIF purchase take the freight and insurance out. Assists, royalties and selling commissions paid by the buyer can add to the value.
Formal and informal entries
Shipments valued over $2,500 (and some goods at any value) need a formal entry, which pays the MPF on the value with its minimum and maximum. Smaller shipments may go on an informal entry with lower fees; untick MPF in that case. The HMF applies to cargo unloaded at US seaports.
When the rate needs your input
About 2 in 100 HTS rates are written in a way no calculator can apply on its own, such as a rate "on the case" of a watch or "on drained weight". The calculator says so; choose "My own rate" and enter the figure. For a full landed cost per unit, add freight, insurance and broker fees on top of the total here.
Not sure of the code? Search it in the AI HS code finder first. Rates are from the official HTS of the US International Trade Commission, 2026 Revision 21; your customs broker files the entry and confirms the final amount.

الأسئلة الشائعة
How do I calculate import duty to the US?
Find the HTS code, multiply the customs value by the percent rate (and add any per unit amount), add extra chapter 99 duties that apply to your origin, then add MPF and, for sea freight, HMF.
What is the MPF for 2026 to 2027?
For entries from 1 October 2026 the merchandise processing fee is 0.3464% of value, at least $34.58 and at most $670.86 per formal entry.
Does the calculator include tariffs on China?
Only when you tick them. Section 301 and other chapter 99 duties linked to the code are listed for you to tick, and you can add any other extra duty as a percent.
Is duty charged on the freight cost?
Generally not in the US: duty is on the price of the goods, without international freight and insurance when they are shown separately. Many other countries charge duty on the CIF value.
What is the HMF?
The harbor maintenance fee, 0.125% of the value of goods unloaded at US seaports. It does not apply to air or land shipments.
Is it free?
Yes, with no sign up and no limit. The tariff data is public, and the search and maths run on our site without any AI.
