What is a Canada Customs Invoice?

The Canada Customs Invoice is the invoice the Canada Border Services Agency (CBSA) uses to value commercial goods imported into Canada. Its form number is CI1. You can use the CI1 itself or a commercial invoice for Canada that carries the same information; most exporters to Canada, especially from the US, send one or the other with every commercial shipment. This generator lays out the Canada Customs Invoice template in the CBSA's field order, works out the line and invoice totals, and gives you a PDF or Word file.

Commercial invoice for shipping to Canada: what CBSA checks

  • A clear description: what the goods are, what they are made of and what they are for, so the broker can classify them. Add the HS code to each line.
  • The price actually paid: the transaction value, with the costs in fields 23 and 24 shown separately so duty is charged on the right amount.
  • Country of origin: goods of US, Mexican or Canadian origin that qualify under CUSMA enter duty free with a CUSMA certificate of origin.
  • The Incoterm and who pays: under DAP the buyer pays Canadian duty and GST; under DDP the seller does. See the Incoterms guide.

Canada customs invoice or commercial invoice?

Either is accepted. A commercial invoice that has every element of the CI1 is fine; if some are missing, attach a CI1 and give the commercial invoice number in field 18. Couriers often ask for the CI1 for shipments over CAD 3,300.
