How to transfer a vehicle in Illinois

  1. The seller signs and dates the Illinois title and hands it to the buyer with the vehicle.
  2. Seller and buyer sign a bill of sale as the record of the price and date.
  3. The seller completes and mails the Notice of Sale from the bottom of the title, and removes the license plates, which cannot be transferred.
  4. The buyer files the title, form VSD 190 and tax form RUT-50 within 20 days.

Plates stay with the seller in Illinois, so the buyer needs new plates or a transfer of their own plates.

How to fill in this Illinois bill of sale

The form above opens with Illinois already chosen. Enter the seller and buyer, the county, what is being sold, the year, make, model and VIN (or hull ID for a boat), the odometer reading and the price. The price is written out in words, and the text is written for you as you type. Choose "Yes" under notary acknowledgment to add a notary block, then print two copies and sign them. Rules, fees and forms change. Check the current requirements on the Illinois Secretary of State website before you sell. For other states, see bill of sale by state or the general bill of sale template.
