Pennsylvania bill of sale form: fill in, print and sign

A Pennsylvania bill of sale records that a seller sold a vehicle, boat or other item to a buyer for a stated price on a stated date. Pennsylvania has no required state bill of sale form; ownership moves on the certificate of title, completed at an authorized PennDOT agent, tag service or dealer.

Is a bill of sale required in Pennsylvania?

The seller's signature on a Pennsylvania title must be notarized or verified, which is done at the authorized agent. The bill of sale itself does not need a notary, though many sellers add one.

How to transfer a vehicle in Pennsylvania

  1. Buyer and seller meet at the office of an authorized agent, tag service or dealer, with ID.
  2. The seller signs the title in front of the agent so the signature can be notarized or verified.
  3. Seller and buyer sign a bill of sale as their record of the price and condition.
  4. The agent completes the title application for the buyer, and the seller removes the plate.

If a lender still holds the title, the lien must be released and the title obtained before ownership can transfer.

How to fill in this Pennsylvania bill of sale

The form above opens with Pennsylvania already chosen. Enter the seller and buyer, the county, what is being sold, the year, make, model and VIN (or hull ID for a boat), the odometer reading and the price. The price is written out in words, and the text is written for you as you type. Choose "Yes" under notary acknowledgment to add a notary block, then print two copies and sign them. Download a PDF or an editable Word file, or print.

Rules, fees and forms change. Check the current requirements on the PennDOT website before you sell. For other states, see bill of sale by state or the general bill of sale template.

Frequently asked questions

Does a Pennsylvania bill of sale need to be notarized?

No, but the seller's signature on the title must be notarized or verified, which is why private sales are completed at an authorized agent.

Where do I transfer a title in Pennsylvania?

At a PennDOT authorized agent, tag service or dealer, with buyer and seller present and both carrying ID.

Can I use this form for a boat or trailer in Pennsylvania?

Yes. Choose boat or trailer under "What is being sold" and enter the hull ID or serial number. Boats and trailers may have their own registration steps in Pennsylvania, so check with the agency.
